Lemuel Palmer Whitney did have a daughter of the correct age named Ida, but that Ida apparently married Dewitt Clinton Ide, NOT John Higley.

1925 Census
According to the 1925 Iowa State Census, Ida Higley, age 70, born in Illinois, residing in Emmetsburg, Palo Alto Co., IA, was the daughter of James Whitney of Ohio and Anna Wakefield, of PA.
I'm trying to identify the James Whitney now...
