ContentDescription Explains that he has been unable to write to Pelham due to illness; refers to a memorial he is sending on a matter which is presently under consideration in Scotland, and also to two short acts he has drafted, each taking a quite contrary stance; comments on the fact that he does not consider himself to be 'extraordinarily favoured' by the government; refers to a sum of £1,000 of his own money which he expended in government service and which has never been repaid; encloses a memorial from '''Mrs Whitney, widow of Colonel Whitney'''; states that she has been left poorly circumstanced by his death and writes in her favour; makes recommendations for promotions to the bench.
