He is identified as Peter Samuel9 Whitney, son of Thomas G.8 and Thankful (Blethen) Whitney (Ephraim7, Moses6, Ephraim5, Moses4, Moses3, Richard2, John1). Thomas G. Whitney's wife Thankful Blethen was the daughter of Increase and Isabella5 (Whitney) Blethen (Benjamin4, John3, Benjamin2, John1).

Peter S. Whitney was born in Raymond, Maine 14 April 1834. Prior to enlistment in the Army, he was a river driver, living in Naples, Casco, Maine. He enlisted in the 30th Maine Infantry 30 March 1865 in Casco, Maine. He was discharged at Gallows Island, Boston, MA 10 May 1865. He claimed his leg was injured in a fall on Gallows Island while carrying water. After discharge, he lived in Casco for 3 years, then moved to North Windham, where he was a farmer. He moved to Gray, Maine in 1902.
He applied for a pension from Gray, Maine on 4 July 1904, age 66. At that time he was described as 5 ft, 7 inches tall, blue eyes, brown hair. He is described by the military investigator as "poor, shiftless, and lazy, but has a reputation for truth and veracity". He testifies his brother was Benjamin B. Whitney of Casco.

- 2nd: Mary Hannah Foster, 13 May 1888 in Gray, Maine. Married by Ebenezer Bean.
